Are there any open questions you still have about how best to define public policy and administration?
Disc 1a What happens when a public administrator disagrees so strongly with what they are being instructed to do by their superiors that they refuse—either publicly or privately—to do as they are told? What if they feel they simply must do what they think is right? Now, what if it is not just one person, but a large group of people who feel this way? This type of dissent happens more often than you might think. So much so that there is a name for it: guerilla government.
To prepare:
- Review this week’s Learning Resources about guerilla government.
- Specifically consider O’Leary’s notion of guerilla government and how it impacts the role of the public administrator.
Post a description, in your own words, of O’Leary’s notion of guerilla government. Next, address how it impacts the role of the public administrator. Refer to this week’s Learning Resources to support your points.
Disc 1b Post your working definition of public policy and administration. BRIEF Then, answer these questions:
- Are there any open questions you still have about how best to define public policy and administration?
- Are there any areas in which you think you may need to learn more?
