SCENARIO

You recently attended the Healthcare Information and Management System’s Society (HIMSS) yearly conference in Orlando with several other leaders in your organization. The CIO has requested you each select one key trend from the module lectures and readings. Based on your selection, you are to create an Executive Summary that incorporates your module learnings, your own research, and include a recommendation for use of this trend within the organization. The CIO will select one Executive Summary for presentation to the HIT Innovation Steering Committee, so it should be persuasive and thorough.

INSTRUCTIONS

Create an Executive Summary that includes:

  • Description of the trend and reason for recommendation (potential problem trend will solve)
  • Discussion of factors to be considered for implementation including adherence to policies, standards, and use of legacy systems
  • Explanation of anticipated benefits and minimization of risks
  • Summary on how trend ultimately supports interoperability and patient care goals (e.g., initiatives of ONC and CMS)
  • Reference page of resources utilized

DEFINE THE PURPOSE AND THE NEED

The latest technology can be tempting, but prior to even considering implementation, healthcare leaders should consider if they even need new technology. The organization’s senior leadership should ask themselves: what problem does this new solution solve and is it aligned with the organization’s mission, vision, and strategic goals? The answer to these questions should guide whether the solution is pursued any further. An example of a benefit is the replacement of a legacy system that is a high risk for a data breach due to outdated security and privacy functionality. An example of a challenge would be that the new system provides a viable solution but does not integrate with existing systems and the organizational objective of interoperability.

RELEVANT STAKEHOLDERS AND BUY-IN

Once there is a consensus to pursue a solution further, the senior leadership team needs to identify the relevant clinical, business, and administrative stakeholders. These stakeholders are needed to analyze the proposal for new technology. This includes representation from all areas affected by the potential change. These individuals will become the core members of your project team, if approved. Be sure to include those who share interoperability relationships with your systems outside the organization. Keep in mind that resistance to change is a normal part of an organization’s response. Be prepared in advance with strategies to overcome this hurdle. Do some research on change theories and select one with interventions that apply. One example is Kurt Lewin’s three-stage model and change theory. His theory describes three stages of change and recommends strategies to move the desired change from concept to implementation and acceptance. (Hussain et al, 2018).

VENDORS, COSTS, AND RESOURCES

Once stakeholders agree to explore the new technology solution, legwork on the logistics begins for the project team. Just because the trend sounds promising, it does not always mean it is feasible within the organization and technical architecture. The project team will need to analyze the following factors for implementation: (1) potential vendors offering solutions, (2) user and technical requirements, (3) approximate direct and indirect costs for implementation, (4) resource requirements including testing and training needs, (5) potential competing priorities, and (6) target timelines.

All of these topics and factors need consideration and inclusion in the project proposal.

Project Management and Team Proposal

Insist that an experienced project manager be included as a member of the team. Their experience is invaluable and facilitates the process. Also, do not underestimate the time needed for these preparatory steps and strongly consider speaking to other organizations to benchmark their experiences. Rushing to a wrong conclusion will have a long-lasting negative impact on your organization.

It is in this phase that the stakeholder team will compile the results and present to the executive leaders the aggregated benefits and cons. The team should create a high-level presentation on factors considered with a final recommendation. To accompany the presentation, the team should be prepared to provide a handout of the detailed proposal outlining all analysis performed.
