According to the Insurance Institute for Highway Safety (IIHS.org), http://www.iihs.org/ all 50 states now have some form of a graduated driver’s license system. Many of these systems were put into place in the 1990’s and have showed tremendous success in reducing crashes involving teen drivers, as well as reducing fatal crashes among teen drivers.

  1. Describe why these stricter regulations will either positively or negatively (if any) influence public safety on the roadways.
  2. Other than change the age of application what do you think the state of Minnesota could add or remove from its licensing process to continue a downward trend in teen crashes? Why do you think your changes would positively impact the public safety on roadways?

New Jersey requires teen drivers to reach the age of seventeen years before they can obtain a driver’s license, compared to Minnesota’s minimum age of sixteen. According to the Insurance Institute for Highway Safety (IIHS), the older teenage drivers are when they obtain a license has shown to decrease the likelihood of a fatal accident (2020). IIHS data indicates that older drivers are statistically less likely to get into an accident than younger drivers. This stricter regulation is a positive influence on public safety on the roadways of New Jersey due to less traffic accidents and fatal crashes by teenagers.

California’s Graduated License program requires beginner drivers to not travel with any passengers in their vehicle. Minnesota statute 171.055 Provisional Licensesubd. 2 states that drivers with a provisional license are allowed one passenger who is under the age of 20 years who is not a member of their immediate family(Revisor of Statutes, State of Minnesota, 2019). California’s strict regulation that forbids any passengers to travel in the car with a novice driver positively influences public safety in California since IIHS data confirms that the presence of other teens in the car with a beginner driver increases the risk of a fatal accident by 21 percent (2020).

Other than increase the driving age, the state of Minnesota could adopt a stricter regulation on number of passengers in the car with a novice driver. As previously mentioned, data demonstrates that the risk of fatal accidents decreases when new drivers are not distracted by other passengers. The IIHS data shows that the current Minnesota law allowing just one passenger in the car under the age of 20 only decreases the fatal crash rate by 7 percent, compared to California’s 21 percent with stricter laws. This tight regulation would undoubtedly decrease the fatal crash numbers among teen drivers and increase the safety of Minnesota roadways.
