among the most controversial issues in disaster mitigation construction in the country is the construction of levees and their ability to mitigate coastal flooding or at least reduce it. The public has largely blamed constructors for the inability of the levees to perform exemplary during hurricanes thus leading to massive flooding in areas that are affected by the storms. The 2005 hurricane season headlined by Hurricane Katrina that led to 50 levee failures in New Orleans is mostly referred to whenever the discussion on levee construction comes up. The levee failure led to the flooding of over 80% of New Orleans, Louisiana (Sills et al., 2008).  After the hurricane, a critical review of the levees presented the results that poor design and lack of maintenance were the main causes of the failure……….
