Course Introduction.

Consider, for a moment, the following statistic: Approximately 60% of government workers have observed a violation of ethical standards, policy, or the law (Ethics Resource Center, 2008). Given this statistic, it is not surprising that there is a constant barrage of news headlines citing unethical conduct by public sector leaders ranging from bribery to abuses of power. While ethical conduct is important for all leaders, it is especially important for public sector leaders because their actions ultimately affect citizens. This week, you examine the consequences of ethical violations committed by leaders and the role of accountability in such violations. You also explore ethical guidelines most relevant to leadership and organizational change and reflect on your own personal ethics.

Ethical Leadership

Leaders are always expected to demonstrate ethical behavior, and sometimes issues arise in which ethical leadership is needed. As a student of leadership and organizational change, it is important to think about how and why ethical issues occur and how they might be addressed when they occur. Each organization may have its own set of procedures for addressing these issues, and there are likely to be consequences for those involved. The role of accountability is also significant. When ethical breaches occur, people want to know who will take responsibility and who will be responsible for preventing future ethical issues.

For this Discussion, consider the variety of ethical theories discussed in the course text, Leadership: Theory and Practice, and select two. Review the three case studies in the course text and select one. Respond to the questions at the end of the case you selected. Consider how the ethical theories you selected might influence the study that is the basis of the case you selected.

To prepare for this Assignment, go to the “Perceived Leader Integrity Scale (PLIS)” in the course text, Leadership: Theory and Practice. The text explains that you should take the test concerning your perceptions of someone you know. Instead, take the test concerning your own beliefs about your own ethics. Please be as honest and objective as you can. Include the results in the Final Research Paper.

Note: Throughout this course, you have written short papers on the results of your questionnaires and surveys. This week, you do not need to write a short paper specifically on the PLIS results. Instead, include your analysis of your responses to the PLIS questionnaire in your Final Research Paper.

Synthesize, evaluate, and apply concepts, theories, and strategies related to leadership and organizational change. Use the completed surveys and questionnaires contained in the course text and the results of the surveys and questionnaires, and for this Research Paper.

Summarize and analyze your results. The surveys and questionnaires will help you discovery how each leadership approach and theory relates to your personal leadership style:

  • Analyze your leadership style in your own words without referring to the approaches or theories you studied. Describe an example from your own experience, or one in which you are familiar, to support your analysis.
  • Determine which leadership approach or theory you studied most closely resembles your own leadership style. Using an example from your own experience, or one in which you are familiar; explain how this leadership approach or theory resembles your style.
  • Describe which leadership approach or theory you studied that you would most like to adopt. Explain why you selected this particular approach or theory.
  • Describe steps that you can take to more closely align your personal leadership style with the one you wish to adopt. If the leadership approach is the same as your own, describe steps you can take to enhance your leadership style.
  • Select three other approaches or theories you have studied that you would not want to adopt. Explain why you would not want to adopt these specific approaches or theories.
  • Research the Internet and find an article that discusses organizational change.

Describe the leadership approaches or theories that you would use if you were responsible for guiding the organization in the article through its changes.

Explain your reasons. Do not report specific scores from the questionnaires. You should only provide specific answers. For example, do not report specific ethical issues in the Leadership Ethics section; instead be aware of whether you need to work on ethical issues in general.

This Research Paper is for you to report what you have learned throughout the course and how you can apply it to your leadership philosophy. The Research Paper should be 6 pages.

Be sure to support your arguments with specific references to the Learning Resources and any outside research.
