In 2018, Singapore encountered its worst cyber-attack where hackers infiltrated the databases of SingHealth, the largest group of healthcare institutions here. The personal particulars of 1.5 million patients, including the outpatient prescriptions of Prime Minister Lee Hsien Loong and a few ministers, were stolen. The Committee of Inquiry (COI) that investigated the attack recommended that organisations adopt an “assume breach” mindset. Culture had also become a key focus simply because people are at the heart of all processes and systems.

Evaluate the challenges of instilling a culture of taking cyber security seriously in Singapore. Apply security consciousness and cultural concepts in your analysis.
