THREAD 2: INGOS AND HEALTH

In the past few decades, INGOs have become key partners of international organizations (i.e. WHO and UNICEF) and nation states in providing health services, particularly to victims of disasters and the vulnerable or hard-to-reach population. Pfeiffer (2003) discussed the potential impact of INGOs’ help on local health system in Mozambique. Do you agree or disagree with Pfeiffer’s view regarding INGO’s influence and the new aid system? Why? What are challenges/opportunities that INGOs face today in addressing global health issues?

The Oxfam’s report discussed private-led health service provision system (Note: the report used the term civil-society organizations (CSOs) to separate NGOs from the for-profit private sector). What’s your take on the role of NGOs in global health? Do you agree that private-led health service provision (including NGO provision of health service) could undermine public health-care systems and their capacity to deliver to those most in need? Why?

The Bill & Melinda Gates Foundation is the largest foundation in the United States. The foundation has two main programs, health and education. The health program focuses on global health issues, while the education program focuses primarily on domestic education issues. Some have praised the foundation as a major contributor to global health, while others are concerned about its huge influence on setting priorities of global health issues. Do you think we should be concerned about donors’ influence in global health? What do you see as the pros and cons of having a donor-driven health service delivery system in developing countries?
