APPLICATION:   This unit describes the skills and knowledge required to develop and monitor implementation of the operational plan to provide efficient and effective workplace practices within the organisation’s productivity and profitability plans.

Management at a strategic level requires systems and procedures to be developed and implemented to facilitate the organisation’s operational plan.

This unit applies to individuals who manage the work of others and operate within the parameters of a broader strategic and/or business plan.

ASSESSMENTS GUIDELINES: It is your responsibility to keep a second copy of your assessments. Australian Professional Skills Institute does not take responsibility for lost or stolen assessments. Australian Professional Skills Institute reserves the right to request a copy of your original assessment at any time after you have submitted your assessment. Students MUST keep a copy of their submitted assessment by using the assessment record sheet on the back of their timetable, or the confirmation email as a proof of submission.
LATE SUBMISSION OF ASSESSMENTS:

$25 PER ASSESSMENT PER WEEK

 

Your delivery plan / timetable prescribes when each assessment is due for each Unit of Competence.  If you submit your assessments later than the due date you will be required to pay the stated late assessment fee at Student Services. You will receive a receipt which you must attach to the assessment before it will be marked. Assessments submitted eight weeks or longer after the due date will not marked and you will be required to re-sit the relevant unit(s). 
UNIT RE-ASSESSMENT FEE:

$150 PER UNIT

 

If your first submission was marked Not Yet Satisfactory, you will be given the opportunity to resubmit your assessment without any fees. After two submissions and you are still deemed not yet satisfactory you are required to pay a re-assessment fee.  Students whose participation in class is 80% or higher will not be required to pay a re-assessment fee and where students have shown a genuine effort to perform satisfactorily. If you are absent on the date of assessment, you are required to pay the unit re-assessment fee unless you present a valid medical certificate for the day of the assessment. Fees are payable at Student Services and you are required to produce an official receipt before your trainer will conduct the re-assessment.
UNIT RESIT FEE:

$300 PER UNIT

 

Competency requires demonstration of current performance; therefore assessments MUST be submitted within five (5) weeks of the Unit being completed. If you have not submitted your assessments or re-assessment you will be deemed Not Yet Competent for that unit and will be required to re-enrol in the unit. You are also required to re-enrol in this unit if you are absent on the delivery dates of this unit. A separate timetable will be given to you upon payment of the required fees at Student Services.

AT 1 Assessment 1: Written Questions (Individual Task)

What must you do prior to developing an operational plan? Explain each action: NYS S
A: Before the development of an operational plan, one should research, research, analyze, and document the resources required for the plan.

·         Project duration- The beginning and end times for the project have to be determined so that they guide the scheduling of activities.

·         Financial resources- An estimation of the cost of the plan is required to know whether it is affordable or not.

·         Human and physical resources- Assess the available resources to understand the scope of plan that can be implemented.

·         Risk and mitigation strategy- Analyzing resources brings to attention any risks that are apparent for the plan and it is necessary to come up with contingency plans to mitigate those risks.

 

Q:2 What would you need to consider when analysing resource requirements for your operational plan? (Consider more than the budget) NYS S
A: Resources requirements for operational planning include financial, human, and physical resources.  For an operational plan, it is crucial to determine how each strategy will be funded and the budget allocation. Secondly, human resources are the people required for the implementation of strategies. These mainly include employees in the department. The schedules of the employees have to be harmonized with the operational plan to ensure they are well-accustomed. Finally, the physical resources are required in performing the different actions in the plan. If not owned, they can be hired for the particular activities.

 

Q:3 In what areas of planning should you involve others in the planning process? (Consider WHO you would involve and in WHAT parts of your plan) NYS S
A: The operational plan is narrowed down to the departmental level in adherence to the larger strategic and tactical plans of the organization and division respectively. Therefore, the people involved in the operational plan are those who are responsible for its implementation in the department level. When dealing with human resources, it is necessary to engage the human resource (HR) manager because they are in charge of employees in the entire organization. The other case is when considering information technology (IT) whereby the organization has a specialized IT department. Interdepartmental communication is required because the IT specialists may be needed in the department’s operational plan.

 

Q:4 What should you include in your plan to help measure organisational performance? (Be specific as to HOW you measure performance) NYS S
A: Key performance indicators (KPI) are the necessary components for measuring progress. They can be used to make a comparison between desired and actual results. For every action put down, a scorecard indicating whether it was achieved or not is allocated.

 

Q:5 How can you minimise the impact of unforeseen circumstances? (WHAT strategy would you use, HOW will it minimize impact) NYS S
A: Unforeseen circumstances make up the risk that the department faces. To reduce the risks and their impact, after analyzing every possible risk, it is necessary to come up with a contingency plan. That is, an alternative must be available. For instance, if the organization fails to provide finances on the due date, there should be an entity where one can borrow the required amount. Although some activities may be late while adjusting to the money issue, the impact of lack of funding will be significantly reduced.
Q:6 What must you ensure when developing and presenting proposals for resource requirements? (Please explain in detail) NYS S
A: One must ensure that they consult specialists and also are assisted by different information sources. Consulting specialists when developing proposals is crucial because it allows one to develop a proposal based on the relevant expertise. Furthermore, using different sources ensures that the proposal is evidence-based and thus tremendously increases its credibility.
Q:7 What method can help ensure team members understand and incorporate the requirements of operational plans? (Consider ALL staff in the organisation, HOW will you record it…) NYS S
A: An induction process is required for all team members who will carry out the operational plan. First, recruitment to the team is organized, skills and qualifications assessed, and then induction carried out. Recording this process requires specific reports on the human resources to record the progress and how it affects the plan. A resource capability table works best in this case.

 

Q:8 What factors must you consider when acquiring human resources? Explain each factor: NYS S
A: Education- The education level of an employee is a major prerequisite for the skills and knowledge that the employee or staff has. This factor includes looking at the degree or certificate that the person has to understand their knowledge level and suitability to a position.

Work experience- Other than the education level, work experience is central to acquiring the relevant people suitable for a job. For instance, the manager might require people experienced in a particular technical skill and not merely having the training for it.

Compatibility- The operational plan will be implemented by a team which is based in the department. Before including a person in the team, it is imperative to analyze how compatible they would be with the rest of the team.

 

Q:9 Explain what strategy you can implement to ensure that physical resources and services are acquired in accordance with organisational policies, procedures and practices? NYS S
A: Proper consultation with upper-level management is crucial to ensure that physical resources and services are acquired in accordance with company policies and practices. Considering a constant consultation with the Chief Executive Officer CEO is crucial because the upper management is the custodian of the organizational policies.

 

 

Q:10 Why is it important for managers to review the operational plan, performance systems and processes? NYS S
A: Managers should review the operational plan because they are in control of the funding and aligning all activity with the organization mission. For them to authorize the operational plan, they need to be convinced of the cost and mission implications.

 

 

Q:11 You want to review your establishment’s profit and productivity performance. What information sources could you refer to? What will they tell you? NYS S
A: In assessing the profit and productivity, the sources of information should be the budget and the actual financial information. A budget will tell you how you planned to spend the financial resources while spending information will tell you how you actually spent. This will allow a comparison which will outline the profit or productivity.

 

Q:12 Use an industry example to explain what an unfavorable indicator of performance is: NYS S
A: An indicator of performance defines the success of a particular action. In a manufacturing company, for instance, the number of defective goods is an unfavorable indicator of performance.

 

 

Q:13 What can you do to support individuals and teams to effectively, economically and safely use resources? NYS S
A: Coaching and mentoring are crucial in supporting teams to effectively, economically, and safely use resources. In some cases, the manager may bring external coaching teams to assist the teams in managing resources. Elsewhere, mentors may be assigned to individuals to analyze the skill gap and guide them towards more efficient utilization of results.

 

 

Q:14 You have identified a deviation in your operational plan. What actions will you take? Please explain each step in detail. NYS S
A: 1.       Measure the identified deviation- This is the first step in determining the degree of deviation by outlining the expected versus the actual values to determine the gap of deviation.

2.       Analyze reasons for deviation- Understanding the reasons for the deviation is crucial in designing a better plan or repairing the gap. Reasons may generally include a changed environment, a poor strategy in designing or executing the plan, and resource performance different from the anticipated.

3.       Adjust or revise the strategic plan- The deviation may either be positive or negative. Adjustment means that the plan is adjusted to get back on track with the help of consultants. Furthermore, in cases of overachievement, and adjustment to accommodate and capitalize on the excess output should be made.

4.       Report results of performance evaluation- Since the operational plan is bound to affect the entire organization in some way, reporting the performance to higher-level management is crucial.

 

Q:15 What system can you implement to ensure that procedures and records associated with documenting performance are managed appropriately? NYS S
A: Every step of performance documentation must be recorded in forms which are either manually or electronically stored. Using an electronic registry system will ensure that all records are accounted for and recorded to be monitored during and after the implementation of the plan. AT 2 Assessment 2: Develop Operational Plan (Group Work)

You are required to create an Operational Plan. Group Activity – Develop an operational plan

After reading pages 1-35 of the learner guide, prepare an operational plan. You may be in a group with a partner or work independently.

 

Scenario: You (and your partner) decide you are going to open your own business. It may be one of the following;

 

1.      A hospitality venue (bar, café, restaurant, catering, events)

2.      An at-home-nursing service

3.      A retail outlet

 

You plan to open this new venue before the next busy summer season begins. You have $250,000.00 budgeted, which is partially your savings and a loan from the bank. This is your dream opportunity and you will need to use your Operational Plan to detail all of your planning, processes and activities you are going to complete to achieve this target.

 

The Operational Plan should include the following HEADINGS and DETAILED DISCUSSION on the following sections:

1.    Introduction of venue and purpose of the Operational Plan (vision/mission)

2.    A picture collage of ideas – design, decorations & logo

3.    Physical resources – Explain in detail what you will need / use

4.    Human resources – Explain in detail what staff you will need / use

5.    Catering – what menu, food items, service style?

6.    Action Plan – in order of stages timelines and completion dates

7.    Budgeting estimates for funding all activities

8.    PEST and SWOT analysis of your event

9.    Identify 5 potential problems with contingencies to solve them

10.How performance will be measured

11.References – the source of all images and details must be referenced

 

The format of your Operational Plan should include the following;

·         Cover Page – all team member names included

·         Contents Page – All topics discussed in report

·         Headings matching the purpose of the event (all 11 sections)

·         References for all sources of information (i.e. internet / books)

·         You must submit in a WORD document – you may choose to use the template below or create your own Operational Plan

When forming a group please choose wisely –  If any of your team members are not contributing towards the report, please email the trainer by no later than the 2nd week of this unit, this will be treated as confidential.

Those students who do not contribute or have erratic attendance will be required to submit the assessment on an individual basis.  As a team you will then need to be ready to fill the gap of the member who has not contributed.
