Who is hurt and who benefits from the manipulation of LIBOR?

Abstract

The London Interbank Offered Rate (LIBOR) is a key index in the determination of the interest rates and funding conditions in interbank markets. Whenever a bank wants to acquire a loan, it has to provide the amount that it intends to pay to LIBOR so that it can be allocated their rates. It is referred to as an overnight rate as it is provided every day within the markets. In 2008, the Wall Street Journal reported that some banks were submitting understated reports of their finances and this caused manipulations.
