Unlike other crimes that may cause bodily harm, some material loss, and other related effects, hate crime mostly leads to emotional or mental damage. The fact that it is not easy to know whether a person hates another or a group makes it hard to classify hate crimes in the other crime category. In DC, hate crimes are perceived as less of crime compared to other classes of a crime. Different legislations have been put in place to reduce hate crimes. Nevertheless, they barely work.
