In this article, Conley discusses reparations towards African Americans. The issue of back payments to African Americans for their back-breaking labor during slavery has been frequently discussed in the United States. The author argues in favor of reparations but acknowledges many obstacles in implementation. Here are some guideline questions. (at lease one and half page)

What If America Pays Reparations?

“40 acres and a mule” was the promise to former slaves. This promise was the first systematic attempt to provide reparations for newly freed slaves. This promise was seen as profoundly progressive for its time. The federal government would have had to confiscate hundreds of thousands of acres of private property formerly belonging to Confederates. These lands would be redistributed to the former slaves. The order for the redistribution of the land was overturned in 1865, meaning that the land would go back to the original owners.

I strongly believe that blacks should be entitled to reparations. Slavery, although morally wrong and unjust, helped the United States become a formidable economic power. Because of this, compensation is not only necessary, but it should be expected. I believe that compensation programs should be put in place. The United States has also done a great injustice to the Native American community and they have been compensating the tribes in different ways. Why are they not doing the same for blacks? It does not seem fair to me. Talks of reparations have been around since the end of the Civil War but nothing has been done presently.

The federal and state government who supported and protected the institution of slavery, rich families that owe a generous amount (if not all) of their wealth to slavery and private businesses that benefited from slavery should all be the ones paying the reparations. Lawmakers can pass laws forcing the private businesses and the families to pay up. Reparations can come in the form of land resources or social programs. Direct benefits can be cash payments and subsidized home mortgages.
