Marijuana is one of the substances of that considered as an illicit drug in different parts of the world and used in the campaign against the trade and consumption of narcotics due to the adverse health implications. In the United States, the use and possession of marijuana is a crime except in Colorado and Washington DC where such laws have replaced with those that ensure the control of the sale and consumption. According to Evans (2013), the adoption of the models by these states by other state government, as well as the federal government would contribute to an estimated savings of $10billion from the cost of enforcing the current laws.
