Submit a proposal for investigative activities and include a balance sheet for required resources for consideration by your superiors. Use the executive summary, referred case data, and additional research to determine the next step in addressing the threat. Specify any intelligence gathering activities that need to be carried out before proceeding. Prepare a resource list that itemizes the human and financial resources needed for each activity and for the operation as a whole (rough estimates are sufficient). Identify and explain any legal and procedural issues that may have an impact on the activities you propose. Cite appropriate laws and research.
