  1. What is the problem? What is the intervention? Describe the problem as it is defined by the organization (government agency, international NGO, development institution, etc.) and how they understand their intervention as a solution.
  2. Who is leading it? Who is responsible for implementation?
  3. Who are the targets of development?
  4. Where is this taking place? Identify actual geographies of this intervention. Is this an international model; a “best practice”?

(2) Potential data sources through which you can evaluate actual implementation and emerging issues.

(3) An annotated list of references. At least three of the sources must come from either academic peer-reviewed journals or presses, or ‘grey literature’ sources (e.g., international, governmental or NGO sources). Grey literature sources must be annotated with an identification of the source and an evaluation of its credibility.
