Since publication in 1998 of the seminal report from the Institute of Medicine (IOM), “To Err Is Human: Building a Safer Health System by L. T. Kohn, J. M. Corrigan, and M. S. Donaldson on the issue of medical errors and adverse events, much focus and effort by government and private institutions has been to improve patient safety and quality of care.

In 2012, the Board on Population Health and Public Health Practice of the Institute of Medicine released the For the Public’s Health: Investing in a Healthier Future report as a measurement of the population health in the United States, law and policy, and funding of the public system according to the Affordable Care Act. Some of the key messages of the report include the need for stakeholders to devise methods for increasing health outcomes and reducing costs of medical care and the capacity of the health departments at all levels to implement the improvement efforts.
