Timeline of the Spanish Flu

Historically, pandemics have caught the healthcare world unprepared in many ways. Although often predicted, the size and scope of some historic pandemics have been great and the virus quickly escaped containment. This is true of the Spanish flu. Certainly, policymakers did many things both right and wrong. There is much to analyze.

Your job is to craft a timeline of the Spanish flu that identifies key decision points (at least five) that represent constructive or failed attempts to control the virus, especially from a legal/policy perspective. The result is a three/four-page paper (double spaced between points with single spaced narrative) that sets out each decision point in chronological order as follows below, containing these elements:

  1. Decision #, which should list and briefly describe the decision point, e.g., decision to ignore advice of initial treating doctor
  2. Date, e.g., December 1917
  3. Actor, e.g., U.S. Health Officials
  4. Analysis, e.g., the decision to ignore the evidence of an early outbreak in certain rural areas of California allowed the virus to gain critical mass and spread quickly among social groups. Citations are not required but sources relied upon should be identified. For example, if you contend that an action violated federal guidelines, reference the guideline. If you contend that a public health action was necessary (e.g., quarantine of all public facilities), discuss the legal and/or Constitutional challenges. In your analysis, be sure to note the impact of the sequence of events in your timeline, e.g., note how an earlier action directly impacted later point.
