While coming up with the United States constitution, the authors ensured a balance between the federal and state governments. To achieve this, they gave states the power to only formulate and implement laws that do not conflict with the federal laws. At the same time, states are allowed to regulate matters which do not extend beyond their boundaries. However, there are some powers that are only exclusive to the federal government such as declaring war against an enemy (Killoran, Zimmer & Jarrett, 2002).
