Organizational Plan

Local Hospital is one of the few major hospital facilities currently running without an outpatient laboratory for utilization by members of the community in the case of non-urgent specimen needs.Many members of the hospital’s immediate community do not drive and have to rely on a poor public transit system and walking to their destinations.Opening an outpatient laboratory would offer those neighbors a convenient place to come and get lab work done.It would also offer patients a place to go to return for repeat lab work as needed after hospital discharge if they do not have anywhere else to go as many of the local doctors’ offices in our area do not draw blood on site, they send patients to local labs.

The space we would utilize is on the first floor of Local Hospital.The area is wide open, so issues of crowding would be minimal.We have a budget of $100,000 to go toward structural work.This would allow us to build 2 walls in the south west corner of the building enclosing the lab as its own office.Within those walls, there would be a waiting area for patients to sign in and wait to be called with about 25-30 chairs (as cheap as $30 a piece depending on the look you are going for).The very rear of that waiting area will offer a receptionist desk with two computers set up.The receptionists will confirm insurance prior to appointments for pre-scheduled labs and at the time of appointment for walk-ins.(S)he will make any future appointments and check patients in as the arrive so the phlebotomists know they are there.

A door next to the receptionist’s desk will offer access to the phlebotomy area where the blood draws are done and urine specimens are left in an adjoining patient bathroom.The lab room will house 6 phlebotomy chairs, which will run the company about $2,400.They will also need a station per lab chair to store supplies such as tunequets, tubes, needles, hubs, bandaids, alcohol wipes, bandaids, and coband.

Behind that would be a small room where the blood is spun and stored prior to transport to themain lab.They willneed 2 centrifuges that will total about $600in that area, as well as specimen racks (around $50 for a large one),and a fridge with a working freezer to be used to specimens only.A medium sized fridge should suffice and runs about $200. There should also be a desk and computer in this area for specimen processing and referencing unfamiliar orders.

And next to that small room will be the employee break room.The employee break room should have it’s own fridge for food only and an employee bathroom as well as a sanitary place to eat where there is no contact with any bodily fluids.

The lab will function during normal business hours, so it should not require more than several staff members as there are no rotating shifts.In order for the lab to function smoothly, there would need to be 2 receptionists.They would make $15/ hourly a piece.Three phlebotomists to keep the flow going, they would earn $30/ hourly.And then a manager who would earn $60/ hourly in order to maintain the high standards of operation we expect from all of our laboratory locations. The total staff earning for this lab location would be $449, 280.00, which includes employee benefits.All clinical employees must be certified and the manager must have at least a Bachelors in Healthcare Administration or Business. Having licensed staff will help lower the cost of liability insurance.

The hospital has its own incinerator, so therefore there will be no added expense for medical waste disposal.It would be the responsibility of the lab manager to make sure the biohazard containers are checked weekly, whether (s)he chooses to do it him/ herself or delegate the task to a phlebotomist.

The revenue produced by this outpatient laboratory will come from insurance payments, patient co-insurances, and self pay patients paying cash or credit at the time of service.There are expected to be 4,750 lab appointments monthly with a venipuncture charge of about $18 per venipuncture.The medical supplies utilized in a venipuncture average about $5, which would equal a profit of $13 per patient or $61,750 monthly to go towards employee salaries, rent, utilities, and other expenses.

5 Financial Segment – Being a finance class, I expect this to be a focus.You need to discuss the assumptions listed below that would relate to this section.You should discuss the financial situation, but then you will need to submit a 5 year cash flow document, along with any others that reflect the operation of the business.You should also include NVP and IRR calculations as a way to justify the project.
